
The 1990
Clean Air Act Amendments (CAAA) established a comprehensive operating permit
program under Title V.
The Title V
permitting part of the program has been the focus of tremendous efforts
throughout the country.
Twelve
offices in Florida share implementation of the permitting
program: six districts; five local programs; and, the
headquarters office located in Tallahassee.
The state of Florida is considered a national leader in issuing Title V

(External Link). Florida was one of the first states
in the Southeast to post all of its
Title
V permits on the world wide web for EPA’s review and
public access.
The Title V
program also features a unique fee system. Sources
calculate and pay annual fees based on their air pollution for
the previous calendar year.
