The Bureau of Air Regulation is responsible for coordinating the
statewide permitting, compliance assurance, and enforcement among
state’s air programs, local air programs and the EPA. The bureau
reviews applications and issues all intents for PSD permits and all
Title V permits for sources subject to the acid rain rules and those
certified under the Power Plant Siting Act.
Air Compliance Assurance, New Source Review, Title V and Special
Projects are the four sections within the Bureau of Air Regulation.
This section coordinates the statewide air
compliance and enforcement program among the state’s and local air
programs, and the EPA. Special projects in air compliance assurance
include the asbestos removal program, the development of appropriate
computer databases, review of the data to recognize trends in
noncompliance and assistance to the state’s and local air programs
and affected industry. Air compliance assurance data for the State
is provided to the EPA. The section is responsible for air
compliance and enforcement data management and associated reports.
This section processes all applications for
Prevention of Significant Deterioration (PSD) permits and associated
permit modifications for all sources subject to these regulations in
Florida. This work includes making Best Available Control Technology
(BACT) determinations. The section also provides air quality
modeling support.
This section provides an overview for all Title V permitting
throughout the state. The section reviews all calculations for Title
V fees, provides oversight to permits drafted by the state’s
district and local air programs, reviews and drafts intents for all
Title V permits for sources subject to the acid rain rules and those
certified under the Power Plant Siting Act, and provides air toxics
permitting assistance to the state’s and local air programs.
This section tracks developing technologies, supports
critical rule development and processes permit applications of
special interest. Current issues include CO2 emissions estimation,
biodiesel production, ethanol production, plasma torch technologies
and mercury in power plant fly processed at cement plants. The
section also reviews and drafts intents for PSD projects with
heightened public interest.
