This study, prepared by DEP, focuses on the changes to the New Source
Review program promulgated by the EPA on December 31, 2002 (the “NSR
Reform”). These changes consist of the actual-to-projected-actual
applicability test, the clean unit designation, the plantwide
applicability limit, and the pollution control project exclusion. They
affect the applicability determination procedures of the New Source
Review rules.
The impacts study assesses whether the NSR Reform poses a threat to
Florida’s attainment status with the National Ambient Air Quality
Standards, calculates a quantifiable estimate of the impact of the NSR
Reform on actual emissions, and identifies where to focus future efforts
during the rulemaking process.
