Routine Program Changes for 2008

2008
In order to keep the approved Florida Coastal Management Program (FCMP) current, it is necessary to periodically update the statutes which make up the program after legislative amendments have occurred. This routine program change submission seeks to include Section 376.25, F.S., the Clean Ocean Act, into the list of statutes that make up the FCMP. This submission will incorporate a change to the referenced statute enacted by the Florida Legislature during the 2008 legislative session. Analysis reveals that this change will have no effect on the state’s ability to manage the state’s coastal resources. In addition, after these changes the FCMP will continue to comply with Section 306 of the Coastal Zone Management Act of 1972.

A description and analysis of Section 376.25, F.S., is included in this submission. Staff has evaluated this change pursuant to 15 CFR 923.80 and concluded that the change is not an amendment. Therefore, the state is submitting this as a routine program change as required by 15 CFR 923.84.

This routine program change submission seeks to update all statutes which make up the FCMP. This submission will incorporate all changes to the referenced statutes which were enacted during 2007. Analysis reveals that these changes will have no effect on the state’s ability to manage the state’s coastal resources. In addition, after these changes the FCMP will continue to comply with Section 306 of the Coastal Zone Management Act of 1972.

 

A description and analysis of each statute is included in this submission. Staff has evaluated these changes pursuant to 15 CFR 923.80 and concluded that the changes involved are not amendments. Therefore, the state is submitting these as a routine program change as required by 15 CFR 923.84.
