Background
The Coastal and Estuarine Land Conservation Program (CELCP) was
established in 2002 for the “purpose of protecting important coastal and
estuarine areas that have significant conservation, recreation,
ecological, historical, or aesthetic values, or that are threatened by
conversion from their natural or recreational state to other uses” (CELCP
Final Guidelines, 2003). The Federal Office of Ocean and Coastal
Resource Management (OCRM) will administer the program which provides up
to $3 million dollars for each eligible project. CELCP federal funds
will be provided for eligible activities related to state planning,
program administration and project acquisition. Any project approved
through the program must provide non-federal matching dollars. For more

NEW!! CELCP Update for FY 2008
In June 2007, the NOAA CELCP review committee identified 44 projects
that are eligible for funding in
FY 2008. Florida’s three
(3) projects ranked 11th, 19th and 30th for FY 2008. In
FY 2007, NOAA funded the
top 17 projects. Florida’s FY 2007 projects which were ranked 25th,
33rd, and 40th among the 41 projects identified were not funded.
Draft CELCP plan
One of the requirements for participation in CELCP is the development of
a Coastal and Estuarine Land Conservation plan that describes how the
state will implement and coordinate the program. Consequently the FCMP
has developed a draft CELCP plan [pdf - 2.83 MB]
which is now available for
review.
Project applications
Each state has the opportunity to select and submit projects to NOAA/OCRM
for review at the national level. The process for selecting projects is
outlined in the draft Florida CELCP plan.
