Mission Statement
The mission of BNCR is to coordinate and standardize the effective
preservation of the natural and cultural resources in Florida State
Parks.
The mission is accomplished by:
1. Providing system-wide review, assistance, and guidance on:
a) management, restoration, and protection of natural systems,
natural communities, listed species, archaeological sites, historic
structures and artifacts.
b) planning, design, construction, and maintenance of park
facilities, and
c) identification and prioritization of land acquisition needs.
2. Developing and updating:
a) standards for resource management,
b) operation procedures, policy guidelines, and directives, and
c) state park greenlines.
3. Conducting and preparing individual park and system-wide
Resource Management Evaluations (RME).
4. Developing and conducting training for FPS staff on resource
management methods and procedures.
5. Tracking and analyzing resource management activities and
preparing reports to substantiate progress.
6. Issuing and coordinating natural and cultural resource permits.
7. Coordinating with other agencies and organizations on natural
and cultural resource issues.
8. Attending, organizing, and/or contributing to professional
meetings, workshops, conferences, and publications to maintain and
improve resource management skills.

Parks Small Bureau Chief
Coordinates administration, management, priorities and vision of the bureau; serves as DEP Florida
Scrub-Jay Recovery Team representative; serves as DEP representative on
various statewide fire committees; coordinates Burn Backlog Database
Committee; assists with New Manager Orientations; serves as course
coordinator and instructor for several fire training programs.
Mark Latch, Assistant Bureau Chief; FPS Coastal Coordinator
Assists in administration and management of BNCR; coordinates review and planning and manages planning contracts for beach protection and restoration projects; serves as liaison between BDRS, Office of Beaches and Coastal Systems, and counties; coordinates review of Office of Intergovernmental Program requests; reviews and approves technical aspects of restoration and mitigation projects; reviews legislative bills.
Joyce Papp, Administrative Assistant II
Coordinates bureau purchasing, travel, service/repair, and technical support; processes and maintains bureau personnel records and reports; maintains bureau files, processes mail and correspondence, tracks correspondence control; assists Bureau Chief with calendar of appointments and meetings, travel arrangements, authorizations, and reimbursements; compiles and publishes special reports such as the FPS energy consumption report.
Erik Johnson, Environmental Administrator; Natural Resources Section Leader
Supervises and coordinates BNCR Natural Resources section, which has responsibility for coordinating and standardizing conservation of natural resources in Florida State Parks. Primary interest in conservation lands management, with areas of expertise including resource condition assessment and management needs identification, natural community classification/ ecology/ management/ restoration, plant taxonomy, rare species identification/ management, fire ecology, prescribed burning, exotic species identification/ removal – and associated technical writing. Related duties include identifying resource management needs, setting statewide priorities, and developing implementation strategies; updating/ establishing resource management guidelines, procedures, and contracts; assisting with preparation of management plans; and assessing potential land acquisition projects.
Phil Werndli, Historical Resources Administrator; Cultural Resources Section Leader
Supervises Cultural Resources Section staff; assigns tasks; proposes
objectives and priorities; coordinates statewide cultural resource
management directives, policies, procedures, and contracts; coordinates
statewide training, including ARM and CRM; coordinates, reviews and
defends (to DHR review committee) historic preservation grant
applications; administers statewide CRM Initiative; maintains network of
public and private CRM organizations and university field schools;
developing a Cyclical Maintenance Plan for historic structures;
maintains CR library, files and resources; manages Ch. 13, OPM (Cultural
Resource Management).
Rosi Mulholland, Environmental Manager; FPS Fire Coordinator
Coordinates FPS fire program, including policy, procedure, standards,
safety issues, equipment, training, reporting, and documenting budget
needs; chairs FPS Fire Committee; advises the Director’s Office on burn incident investigations.
Donna Watkins, Government Operations Consultant I; Special Projects Coordinator
Coordinates statewide natural resource needs databases; tracks and projects bureau Expense, OPS and FCO budgets; Compiles and publishes FPS Resource Management Annual Report; coordinates statewide wildfire strike team dispatching and bookkeeping; coordinates statewide park wildfire information; coordinates wildfire suppression debt and accounting; assists with preparation of LBR and Operating Budget requests; conducts property inventories for bureau; tracks and projects special appropriations such as wildfire assistance reimbursements, Springs Initiative projects, equipment purchases; plans and coordinates statewide Biologists’ Meeting; coordinates statewide Research/Collection Permit system; coordinates review and execution resource management contracts for feral hog removal, cattle grazing, timber harvest, etc.
Bill Stanton, Governmental Operations Consultant I; Archaeologist
Conducts Cultural Resource Management Evaluations; trains and consults with staff on management and preservation treatments for archaeological sites, cultural landscapes and historic structures; reviews and authors cultural resource text for Unit Management Plans; conducts New Park Manager Orientation (cultural resources); monitors DHR compliance review; recommends and scopes Historic Structures Reports; participates in Park Planning Meetings/Workshops.
Triel Lindstrom, Collections Manager
Manages FPS Central Collection; trains and consults with staff on management and preservation of museum collections; coordinates preservation treatment; assists with cultural resource management plan development; assists with interpretive program development; historical research.
Sri Tammisetti, Professional Engineer
Performs engineering review and analysis and prepares responses concerning permit applications and other proposals by federal, state, or local governments that may affect coastal parks. Proposals could include beach/dune restoration and nourishment, inlet management plans, inlet alteration , port expansions, erosion control projects and others. Assists with the preparation of the Divison proposals for development and construction within the coastal system. Performs post-storm inspections and provide recommendations for repair and restoration. Prepare detailed scope-of-work for professional services and perform engineering reviews of contract scope-of-work proposals and scope-of-work deliverables submitted to the Bureau for projects related to beach management.
Marshall Flake, Coastal Project Coordinator
Coastal project administration, including management, research, and development. Coordinates contract development & management, including correspondence and meetings, invoicing and financial tracking.
Ellen Andrews, Government Operations Consultant I;Historic Preservationist
Trains and consults with staff on management and preservation treatments for cultural landscapes and historic structures; reviews and authors cultural resource management text for Unit Management Plans; monitors DHR compliance review; coordinates, recommends and scopes Historic Structures Reports; coordinates disaster preparedness plans for historic structures; participates in Park Planning Meetings/Workshops.
