The Department regulates electric and magnetic fields (EMF) from electrical transmission lines, under
the provisions of ss. 403.061(30) and
403.523(14), F.S.
The pertinent rule is
62-814,
F.A.C.. Those
companies (primarily utilities) which construct or
operate transmission lines would be regulated under
these provisions. No permit, per se, is issued; this
regulation is a monitoring function under which the
applicant is demonstrating compliance with the
regulations.
EMF in the transmission line frequency range (60
Hertz) is classified as "non-ionizing
radiation", as compared to ionizing radiation like
X-rays. In addition to DEP's jurisdiction over
the transmission line-related nonionizing radiation,
the
Department of Health also has regulatory
jurisdiction over various sources of non-ionizing
radiation, such as that from laser equipment, scanners
used for bar code readers, lasers for medicine, and so
forth.
