The Department has contracted two dedicated storage tank compliance inspectors for the Monroe County area. These individuals are responsible for performing yearly compliance inspections as well as performing installation and closure inspections of the County's regulated storage tanks.

Discharge Prevention and Response Certification Requirements:
A Discharge Prevention and Response Certification (DPRC) is required by Section 376.065 Florida Statutes (F.S.) for all Terminal Facilities. According to Section 376.031 F.S., a terminal facility includes any structure or equipment capable of pumping, storing or transferring pollutants (excluding gasoline) across any water or waterfront lands.  Any individual or facility that meets these conditions would be subject to the Pollutant Discharge Act 62N-16.  DPRC requirements  vary slightly based on the storage capacity of the facility.

The primary requirements are:

    1. Access to containment boom at least five times the length of the largest vessel docking at the terminal facility.
    2. Possession of a site specific contingency plan containing the requirements set forth in Chapter 62N-16 F.A.C.

There is no charge for the certification and the certification must be renewed annually.
