The Safe Drinking Water Act (SDWA) provides a definition of a "public water system" that is used throughout the United States. A public water system is "a system that supplies water for human consumption through pipes or other constructed conveyances and has at least 15 service connections or 25 or more persons who are served by the system 60 or more days each year."
