The
Southeast District (SED) Director is the final authority in the
district for all proposed and final agency actions, personnel actions and
budget. Some of these decision-making authorities are delegated by the
director to the senior management team [Assistant District
Director and Program Administrators] in the district to streamline
operations. Mr. Jack Long is the
Southeast District Director. A graduate of the Georgetown
University School of Business Administration and the Georgetown
University Law Center, Mr. Long has a background in all aspects of
business administration, accounting, finance and banking. He
served as the Chief Enforcement Attorney for the Vermont Department of
Environmental Conservation, and then as the Department's Commissioner.
During his tenure as Commissioner, Mr. Long oversaw initiatives to
improve the quality of Vermont's surface and groundwater resources,
placing an emphasis on lessening pollution from urban and farm runoff;
interfaced regularly with municipalities and the environmental,
construction, agricultural, business and sportspersons communities; and
served as a Commissioner of the Ozone Transport Commission (OTC)
(Washington, D.C.), where he was Vice-Chair of the Low-Emmission
Vehicles Committee. Mr. Long has
also served as a management consultant, corporate counsel and litigation
counsel for a number of corporations. He has represented clients
in approximately fifteen State Supreme Court appeals, and in appeals
before the federal Merit Systems Protection Board.
