The purposes of this Draft Final Freshwater Restoration Implementation Plan (Draft FRIP) are to design, coordinate, and implement one or more projects that restore, rehabilitate, replace, and/or acquire the equivalent of natural resources injured by the discharge of acidic process water from the Mulberry Phosphates fertilizer facility in Mulberry, Florida, on December 7, 1997, and compensate for the discharge of excess nutrients to the fresh and estuarine water columns from that spill.
