New Federal Rules on Managing MCLs as Universal Wastes: On July 6, 1999, the US EPA issued its long-awaited final rule for discarded hazardous waste MCLs that includes them under its UWR framework. However, since these regulations are less stringent that the current RCRA hazardous waste regulations, a State will have the option of choosing an alternate management scheme for MCLs if it wants to do so.
