Low Mercury Fluorescent Lamps: Partially due to Florida’s and other states’ efforts in regulating the management of mercury-containing lamps and devices, source reduction activities have increased on the part of lamp and device manufacturers. As mentioned earlier, the lamp manufacturing industry has achieved an 80% reduction of mercury in their fluorescent lamp products since the early 1990’s. This has resulted in the introduction of low mercury fluorescent lamps by all 3 major manufacturers (GE, Osram Sylvania and Philips) that are non-hazardous under the US EPA’s Toxicity Characteristic Leaching Procedure (TCLP) test for mercury (< 0.2 parts per million of leachable mercury per lamp). Under Florida law these low mercury fluorescent lamps may not be incinerated in a municipal waste combustor and are subject to landfill disposal bans or restrictions. The Department has sent letters to the 3 major manufacturers (GE,
Osram Sylvania and
Philips) detailing disposal bans and restrictions
for these low mercury fluorescent lamps, including a list of counties in Florida that incinerate part or all of their waste. The Department strongly recommends the recycling of all mercury containing lamps, including the low mercury fluorescent lamps and including lamps from household users.
