Domestic Wastewater Residuals Rulemaking Updates

 

The Department has begun the rulemaking process to revise Florida’s domestic wastewater residuals regulations, Chapter 62-640, Florida Administrative Code. This webpage will provide updates on the Department’s rulemaking efforts.

Domestic wastewater residuals, also known as biosolids or sewage sludge, are an organic material derived from the treatment of municipal sewage in a wastewater treatment facility. When properly treated, residuals can be beneficially recycled as a fertilizer or soil amendment because they contain vital plant nutrients and organic matter. The treatment and beneficial use of residuals are regulated by the U.S. Environmental Protection Agency, the Florida Department of Environmental Protection and, in some instances, by local government.

The management of residuals, both nationally and in Florida, has grown increasingly controversial as development has brought people and residuals sites closer together. Indeed, several local governments have recently adopted or are considering restrictive residuals ordinances. Concerns with the beneficial use of residuals are clearly a statewide issue and the Department wants to review and address these concerns.

All stakeholders and interested parties are encouraged to participate in the Department’s rulemaking efforts. Check back to this website for updates.

Public Workshop – June 12, 2008

A workshop to take public input on draft revisions to Chapter 62-640, F.A.C., was held on Thursday, June 12, 2008, at the Osceola County Extension Office, Osceola Heritage Park, 1921 Kissimmee Valley Lane, Kissimmee, Florida.

A workshop to take public input on draft revisions to Chapter 62-640, F.A.C., is scheduled for 9:00 a.m. on Wednesday, March 5, 2008, in the Governing Board Meeting Room at the Southwest Florida Water Management District Office, 2379 Broad Street, Brooksville, Florida.
